It's not unusual to observe a fresh project kick-off with a complex design. Yet, the success ratio of these projects is not very high. The natural tendency of organizations is to create steering committees and other similar structures around the modest team constructing the system, which only amplifies the project's size, cost, and difficulty to achieve success. It's always advisable to initiate on a smaller scale and evolve gradually. Relying on Agile techniques may not provide the needed assistance in this context.
